Beyond Mandatory Training — Building a Competency-Based Registration System for Scaffolders

While the current Mandatory Training & Education Program for Scaffolders satisfies legal requirements, it alone cannot ensure on-site safety or consistent work quality. The existing 8-hour course focuses mainly on basic instruction and provides limited opportunities to evaluate or strengthen a worker’s real technical capability. Given that scaffolding work varies widely in site conditions, complexity, and risk, a more structured and competency-focused system is needed — one that aligns each worker’s skills and experience with the specific demands of the task.

To address this gap, Korea Scaffolding Institution (KSI) advocates for the establishment of a Scaffolding Worker Registration System. This proposed framework would classify workers into proficiency levels (L1–L4) based on their training background, field experience, and technical expertise, and require registration prior to performing designated categories of scaffolding work. Such a system would support safer job sites by ensuring that only qualified personnel carry out tasks appropriate to their competency level.
